The Mayor ran without an opponent and has already been declared elected. In District 3, one candidate withdrew, and the remaining candidate has already been declared elected. Because these offices have already been decided, voters in District 3 will not receive a ballot in this election.

This year’s election will be held August 26, 2025. All City of Foley citizens vote at the Foley Civic Center for the upcoming municipal election.

City Council | District 1
Wayne Trawick, incumbent
Wayne Trawick has served on the City Council since 1998. He is currently the council president. For the last 50 years, Trawick has been self-employed in Foley. In 1970 he became the owner/operator of the Western Auto Associate Store in Foley. Since 1978, Trawick has been involved with multiple building and development projects. He is the president of Trawick Builders Inc. Trawick has been a member of the South Baldwin Chamber of Commerce since 1971. From 1994 through 2000, as a member of the Baldwin County Home Builders, he served as national director, state director, director and president. He served on the Bancorp Board of Directors from 2007 to 2008.
Barry Hughes
Hughes is bi-vocational pastor of Daybreak Church in Elberta. He has served as a poll worker and a member of the Baldwin County Board of Registrars as well as working with many elections and campaigns. He has been married to Colleen Hughes for 40 years. They have three adult children and five grandchildren.
City Council | District 2
Vera Quaites, incumbent
Quaites has served on the Foley City Council for 16 years. She holds a Certified Municipal Official certification and has completed 16 years of training through the Alabama League of Municipalities. Her professional background includes healthcare, industry, real estate and public safety. She worked at the Foley Nursing Home and South Baldwin Hospital. She spent 10 years at Hughes Aircraft/Delphi where she rose from an assemble role to production supervisor and later human resources supervisor. She also held HR roles at Meyer Real Estate and Spectrum Resorts /Beach Club, and currently works at Collins Aerospace (via Securitas), where she has served for eight years.
Timothy “Tim” Lower
Lower is a small business owner, real estate broker and entrepreneur with generational ties to Foley. He is chairman of the Coastal Alabama Business Chamber and a board member for the South Baldwin Chamber of Commerce. He has built multiple companies across Baldwin County including his current role as the Alabama state broker for SimpliHOM. He also owns and manages commercial properties and is the founder of Island Time Office Suites helping foster the growth of other local entrepreneurs.
City Council | District 3
Roderick “Roddy” Burkle
Burkle is a lifelong Foley resident. He built a successful career in telecom engineering before returning to Foley where he joined Gulf Telephone. He served on the Foley Volunteer Fire Department for 25 years as a firefighter and officer. He spent eight years on the Foley Planning Commission and currently serves on four city boards and the Foley Public Facilities Cooperative Improvement District. In 2016, he earned his Alabama Real Estate License, followed by his Alabama Brokers License in 2024.
City Council | District 4
Larry Engel
A lifelong resident of the Foley area, Larry Engel has been a businessman in Downtown Foley for more than 40 years. He has been a member of the Foley Planning Commission since 2021. He has coached Little League sports, was president of the Foley Intermediate School PTA, served as president of the South Baldwin Jaycees and was a member of the Foley Kiwanis Club.
Phillip Hinesley
Hinesley has served on the Foley Planning Commission since 2006. He served as chairman of the commission for four years. Hinesley has been community development director for the City of Foley, natural resource planner for the State of Alabama and an outreach ecotourism specialist for environmental projects for Gulf Shores/Orange Beach Tourism and Auburn University. He retired from the Alabama Department of Conservation and Natural Resources where he served as coastal section chief. He also served as a planning and economic development specialist for the Alabama Department of Economic and Community Affairs.
City Council | District 5
Charles Ebert III, incumbent
Ebert has served on the City Council since 2006. He has also held leadership roles as past president of the South Baldwin Jaycees, Foley Optimist Club and Foley Rotary Club. He also served more than 12 years with the Foley Volunteer Fire Department and co-chaired the Foley Kids Park Building Committee.
Derrick Perdue
Perdue has served 25 years in the United States Postal Service where he also chaired the Combined Federal Campaign in his office. He is an active member of the Knights of Columbus where he supervised the “Coats for Kids” and “Intellectual Disabilities” campaigns. He also helped build wheelchair ramps through Ecumenical Ministries and worked with Habitat for Humanity.
