FOLEY – After several months of public meetings and staff discussions, Foley officials are preparing to discuss the draft of a strategic plan to guide city growth over the next five years.

The Foley City Council will discuss the initial draft of the plan at the regular work session and meeting Monday, July 15 at Foley City Hall. The meeting will begin at 4 p.m.

The city has been working with the consulting firm of BerryDunn to prepare the plan. The plan will help Foley set guidelines for how to prepare for the future.

The plan includes a list of strategic priorities for Foley. Priorities in the draft include a livable community, economic development, community safety, organizational excellence and culture, arts and recreational experiences.

The draft was developed after city officials and BerryDunn representatives help public meetings earlier this year and conducted surveys to determine opinions and concerns about issues facing Foley.

Other items on the Foley City Council agenda for the Monday meeting include:

  • A presentation by Foley Main Street.
  • Monthly department reports on taxes, permits, community development, police and marketing.
  • Amending the city ordinance on impact fees.
  • Establishing an entertainment district for the Downtown Foley Arts and Entertainment District.
  • Setting policies for the use of public parks.
  • Amending the pay classification plan in the Financial Services Division.
  • Adding Chicago Street to the professional service proposal for the School Zone and Downtown Crosswalk Improvement Project.
  • Accepting the Planning Commission’s subdivision regulation amendments.
  • Approving the South Baldwin Chamber of Commerce’s Chicago Street Supper Club event.
  • Setting a public hearing to declare a lot on South Cedar Street to be a public nuisance and ordering its abatement.
  • Modifying a contract for the East Bullard Avenue extension project.
  • Purchasing additional traffic cameras and battery backup units.
  • Approving bids for June.
  • Approving the application for the Alabama Power Foundation Gateway Grant for the South Baldwin Medical Museum.
  • Approving the use of Heritage Park by the Jehovah Witness Community to display Bible-based literature.
  • Approving the use of Heritage Park for a Burger, Brats and Beer Festival – rebranded from the Chocolate and Cheese Festival – hosted by Blooms 4 You.
  • Appointing Mike McGowin and Christina Cooley to Senior Center Advisory Board.
  • Increasing the budget to create an exhibit commemorating Foley’s Barin Field and the designation as an American World War II Heritage City.
  • Accepting and using a Friends of the Library donation.
  • Approving Capstone Engineering’s proposal for a Park Avenue traffic calming device and appropriating the necessary funding.
  • Amending the Foley Main Street border to align more with the Downtown Overlay District.
  • Entering into a contract with Adams Stewart Architects LLC for work on the first-responder hurricane safe room.
  • Amending the contract for the Mills Community pedestrian improvements.
  • Memorializing the application for a Strengthening Mobility and Revolutionizing Transportation (SMART) Stage 1 Planning and Prototyping Grant.
  • Approving the professional services proposal from Sawgrass for 10 sand volleyball competition courts using impact fees.
  • Amending the pay classification plan in the Sanitation Department.
  • Approving the submittal of the Fiscal Year 2025 Airport Terminal Program (ATP) grant application to the Federal Aviation Administration.
