FOLEY – The Alabama State Legislature recently recognized three members of the Foley City Council whose terms concluded in November, honoring their years of service to the community.
During the final Foley City Council meeting of 2025, State Rep. Frances Holk-Jones, R-Foley, presented Alabama House of Representatives resolutions to Vera Quaites, Rick Blackwell and to Judy Dayton on behalf of her late husband, Richard “Dick” Dayton.
Quaites and Blackwell each served 17 years on the City Council. Holk-Jones thanked both for their long-standing dedication and commitment to the City of Foley.
“On behalf of the governor, the state of Alabama and the Alabama House of Representatives, we wanted to say thank you to both of you,” Holk-Jones said. “You have both been wonderful to the city of Foley. Your dedication, what I call blood, sweat and tears, on behalf of all of us is truly appreciated.”
Quaites expressed gratitude for the recognition from both the state and city officials.
“I am very sincerely honored to accept this resolution and appreciate the recognition,” Quaites said. “Thank you for your service.”
Holk-Jones also presented a resolution to Judy Dayton recognizing the service of her husband, Richard “Dick” Dayton, who died in August while completing his first term on the City Council.
“On behalf of the Alabama House of Representatives, the governor and the state of Alabama, we wanted to say how proud we were of Dick’s service,” Holk-Jones said. “A spouse also has a full-time job in public service. He was a natural and did a fabulous job, and we thank you both.”
