FOLEY – With a new fiscal year about to begin, Foley officials are scheduled to vote Tuesday, Sept. 3, on a new budget.

The Foley City Council meeting will begin at 4 p.m. at City Hall. The meeting was rescheduled from Monday due to the Labor Day holiday.

The 2024-2025 fiscal year begins Oct. 1, and extends through Sept. 30, 2025.

In the current fiscal year, annual city revenue is projected to be about $71.2 million by the end of September. The original budget estimate had been that Foley would bring in about $63.7 million when the plan was adopted in 2023.

Other items on the agenda for the Tuesday council meeting include:

  • Recognizing Sept. 17 as National Voter Registration Day in Foley. As part of the commemoration, the League of Women Voters will conduct a voter registration drive at the Foley Public Library from 10 a.m. to 2 p.m. on that date.
  • Adopting a right-of-way permit fee.
  • Requiring a permit to perform work within a public right of way.
  • Rezoning property owned by JBW Investments from B-1A, extended business district, and PDD, planned development district, to PUD, planned unit development.
  • Consenting to the transfer of property owned by Riviera Utilities.
  • Granting a non-exclusive franchise to Hotwire Infrastructure Group to operate a cable and internet service system in Foley.
  • Increasing funds for the Public Works Department.
  • Approving the use of John B. Foley and Heritage parks for a festival hosted by Show Baldwin Inc. on Oct. 12 and waiving the fees.
  • Applying for a Federal Aviation Administration/Alabama Department of Transportation Airport Improvement Project for the reimbursement of expenses to build access taxiways at the Foley Municipal Airport in the 2025 fiscal year..
  • Submitting an FY25 FAA/ALDOT Airport Infrastructure Grant application for the reimbursement of expenses to build a T-hangar building.
  • Waiving the fees for the use of the Foley Civic Center for Riviera Utilities employee training.
  • Waiving the fees for the use of the Foley Civic Center the Baldwin County Master Gardeners and the Alabama Cooperative Extension System program for 4-H.
  • Authorizing American Benefit Administrators as the administrator of Foley’s Flexible Spending Account for city employees effective Jan. 1, 2025.
  • Approving a retirement performance award.
  • Accepting the FY24 Byrne Discretionary Community Project Grant for the Police Department.
  • Reappointing Johnny Inzer to the Industrial Development Board.
  • Accepting grant offers from the FAA and ALDOT for the reimbursement of the construction of access taxiways.
  • Accepting grant offers from the FAA and ALDOT for the reimbursement of the construction of an eight-unit T-hangar building.
  • Authorizing an unplanned capital project in the Street Department and increasing department funding.
  • Amending the pay classification plan in the Sanitation and Street departments.
  • Accepting and using unbudgeted donation money received by the Foley Fire Department.
  • Entering into an interlocal agreement between Emerald Coast Utilities Authority and the city of Foley to accept and process source-separated recyclables.
  • Amending the personnel accounts for the FY 2024 budget.
  • Going to bid and appropriating funds for electrical upgrades and park improvements in Heritage Park.
  • Transferring a new generator from capital purchases to capital projects and increasing the budget to cover installation.
  • Approving the purchase of a 1941 N3N Navy training aircraft.
  • Setting a public hearing to declare weeds a public nuisance on Oakleigh Circle and ordering its abatement.
  • Setting a public hearing on an ordinance to require a permit to perform work within the public right of way.
  • Setting a public hearing on an ordinance to adopt a right-of-way permit fee schedule.
  • Setting a public hearing to consider rezoning property owned by JBW Investments from B-1A, extended business district, and PDD, planned development district, to PUD, planned unit development.
  • Creating a program of public initiatives and community events designed for community outreach and engagement and detailing expenditures for the 2025 fiscal year.
  • Granting a tax abatement to Point Broadband Holding LLC.
  • Reappointing Gary Hellmich to the Construction Board of Adjustments and Appeals..
  • Approving the purchase of Foley Challenge Coins.
  • Appointing Michael Dugger to the Riviera Utilities Board.
