FOLEY – Foley’s public safety leadership has transitioned to new hands, but the mission remains the same: protecting the community during emergencies, storms, and times of growth.

On Sept. 2, Thurston Bullock was sworn in as Foley’s new executive director of public safety, succeeding David Wilson, who retired after serving as the city’s first director. Bullock previously served as Foley’s police chief since 2020.

At the same time, Kevin Carnley—formerly deputy police chief—took office as Foley’s eighth police chief. Larry Dearing has been promoted to deputy chief.

Foley Public Safety oversees the city’s police and fire departments as well as the Emergency Management Agency, coordinating with other departments, such as Public Works, to ensure the city is ready to respond to and recover from emergencies.

“We want citizens to know that the Department of Public Safety is prepared with Team Foley for all types of emergencies,” Bullock said. “That includes hurricanes, public disorder, hazardous materials incidents, and natural disasters. We’re committed not only to protecting the city during an event but also helping residents recover quickly afterward.”

Preparing for Storm Season and Growth

With hurricane season at its peak, Bullock said preparation is a priority. Since Hurricane Sally struck five years ago, Foley’s population has grown by 50%, with many new residents unfamiliar with the impacts of a major storm.

“A lot of people who have moved here have never experienced hurricanes,” Bullock said. “We want the public to be informed and assured that we are prepared to protect them, provide resources, and help restore normalcy as quickly as possible.”

Rapid growth also means an increasing demand for police and fire services. When Bullock became chief in 2020, the police department had 97 employees. Today, that number has grown to 121 positions, including officers and support staff.

Recruiting and retaining qualified candidates remains a focus for both police and fire.

“We’re not going to lower our standards,” Bullock said. “We’re committed to hiring and keeping good officers and firefighters who can protect our city.”

A Commitment to Service and Wellness

Chief Carnley said the Police Department is strengthening services by filling officer positions and expanding civilian support roles. He also emphasized the use of new technology to improve operations.

Deputy Chief Dearing highlighted Carnley’s focus on officer wellness.

“Chief Carnley is really big on officer wellness and making sure officers and their families are taken care of,” Dearing said. “That’s vital as our officers face traumatic experiences on the front lines every day.”

Working Together for Foley

Bullock said Foley Public Safety works closely with the mayor, city administrator, City Council, and other agencies as part of the Mayor’s Command Staff.

“Our city leaders are committed to providing the resources needed to keep our growing community safe,” Bullock said. “Team Foley is working together to enhance infrastructure, provide services, and ensure safety for everyone who lives in, works in, or visits our great city.”
