On Aug. 15, the Foley City Council will have a joint regular/work session in at city hall. During the meeting the council will:

Hear July reports on bids awarded by the city, a grant status report and staff reports from Community Development and the fire and police departments. The sole bid awarded in the month was for $1.5 million to Asphalt Services for city repaving projects.

In reports from other departments:

·        Finance reports collecting $3.4 million in sales tax and a total of $29.5 million in fiscal year 2022, $286,332 in lodging taxes and a total of $1.5 million for the year, $36,856 in rental taxes and $301,596 for the year and $51,421 in local gas taxes and $449,128 for the year.

·        Community Development reports 56 new single-family home permits were issued in July as well as six commercial for 7 Brew, Jim N Nick’s BBQ, Stowaway Storage and Foley Holdings.

·        In July, the police department received and processed 312 through the city jail (2,271 to date in 2022), there were 67 misdemeanor and 12 felony arrests, 25 incidents of theft, 11 for shoplifting and officers were dispatched for service calls 2,579 times.

·        The fire department made 245 calls including 44 for medical assist, 14 traffic accidents with injuries and responded to six calls for fires with only one of those being a structure fire.

Discuss approving LED lights for North Alston street installed by Riviera Utilities for a $92.50 monthly fee.

Discuss a resolution authorizing certain amendments to the tax abatement agreement dated July 5, 2016, as amended, by the city of Foley, and Foley Holdings. In subsequent years, the council voted to continue the abatements for Foley Holdings, Foley Hotel One, The Park at OWA, Shops at OWA and RV park at OWA.

Approving a special event liquor license for the South Baldwin Chamber of Commerce’s Chicago Street Supper Club event on Oct. 21 from 6-10 p.m. on North Chicago Street.

Discuss resolutions setting public hearings declaring weeds at 305 South Alston, 407 W. Myrtle Avenue, 210 N. Beech St. and at Woerner lot 3 on South McKenzie Street to be public nuisances and ordering their abatement.

Discuss a resolution amending the pay classification plan in the Public Works and Street Departments involving part-time laborers, part-time and full-time equipment operators and administrative assistants.

Discuss a resolution to approve additional application costs related to COVID-19 Hazard Mitigation Grant Program involving a project at Fire Station No. 1 being administered by Synergy. Due to the increased scope of the project, the application cost increased by $15,000.

Discuss a resolution approving an Agreement with the Alabama Department of Corrections, Loxley Community Work Center for inmate labor at a cost of $15 per day per inmate.

Discuss a resolution approving the transfer of funds between categories for the Foley Fire Department. The department wants to move $100,000 from the General Fund Capital Purchases account with $80,000 going to the Vehicle Maintenance account and $20,000 going to the Communications account.

Discuss accepting a $6,000 donation from the Glenlakes Golf Club and using it for a new walking path at Glenlakes.

Discuss appointing Anthony Dobson to the Graham Creek Nature Preserve Board replacing Terry Hanson whose term ends on Sept. 5.

Discuss approving the re-subdivision of the Wilson Pecan Property and a land swap between the Public Facilities Community District and the city in the area of the farmer’s market. Another resolution will be discussed to accept property from the PFCD.

Discuss a resolution to approve a one-time payment of support to the Dream Center of Baldwin County of $5,000 and the council will donate an additional $10,000 as a dollar-for-dollar match if other local organizations also contribute.

Discuss a resolution to approve the closure of streets in downtown Foley for Uptown Halloween on Oct. 27 closing West Laurel Avenue from State Route 59 to Alston Avenue, West Orange Avenue from 59 to Alston Street, and Alston Street from U.S. 98 to Orange Avenue from 5:15-8:30 p.m.

Discuss a resolution to allow a one-day members-only Pop Up Arts and Crafts Show on Sept. 24 from 9 a.m.-3 p.m. in the alleyway behind the Foley Arts Center.

Discuss buying two floodwater rescue boats and other rescue equipment for the fire department. There is $30,000 budgeted for the purchase.

Discuss a resolution approving the city of Foley fiber system expansion to

connect with the Aaronville Pool and Coastal Alabama Farmers and Fishermen’s Market to allow for operating city surveillance systems at those sites.

Discuss a resolution approving giving $100,000 to the South Baldwin Regional Workforce Development Authority to help develop a workforce training campus to support the hospitality industry.

Discuss a resolution approving the sponsorship for the Peace Lutheran Church’s “Flags of Peace” on Sept. 10-11 to raise money to help local school children and local first responder groups.

Discuss setting a public hearing to consider passing an ordinance prohibiting camping in certain public places.
