FOLEY – Foley is continuing efforts to improve road conditions throughout the city with the launch of its 2025 street resurfacing program.

The Foley City Council has approved a proposal to seek bids for resurfacing work on nine city streets, with an option to add an additional segment if funding allows.

Jeff Phillips, the city’s construction manager, said the final cost of the project will be determined once bids are submitted and reviewed by the council. He added that the work is expected to stay within the city’s budget projections.

“This is our annual resurfacing program,” Phillips told council members. “It should be very close to budget. Right now, we’re just requesting permission to go out for bids, and we’ll return with funding recommendations once those bids come in.”

Mayor Ralph Hellmich said the resurfacing list is developed through a grading system that evaluates each street based on its condition and how heavily it is used.

“The streets are selected based on a combination of usage and overall condition,” Hellmich said. “This ensures we are prioritizing the areas most in need of repair.”

The proposed resurfacing plan includes:

  • Brookwood Circle

  • Dogwood Circle

  • Baldwin County 20 (from Hickory Street to Alabama 59)

  • Baldwin County 24 (from Alabama 59 to Juniper Street)

  • Berry Avenue and adjacent bicycle path near Alabama 59

  • North Cedar Street (from U.S. 98 to Fern Avenue)

  • South Cedar Street (from U.S. 98 to Verbena Avenue)

  • Parkwood Drive

  • Wedgewood Drive

An additional segment on North Cedar Street—from Peachtree Avenue to Baldwin County 24—may also be included as an alternate project if budget allows.

The resurfacing effort is part of Foley’s ongoing commitment to maintain and improve local infrastructure for residents and visitors alike.
