FOLEY – Work on extending Pilgrim Street is advancing with the next phase of the project, which includes paving and a new walking trail that will enhance connectivity and accessibility for residents.
The Foley City Council has approved a plan to seek bids for paving the newly constructed portion of the roadway. Funding for this phase will come from impact fees, which are collected from developers to help offset the costs of growth-related infrastructure.
“This would allow us to use impact fee funds to pave the new road, which is an allowable use of those funds,” said Foley City Engineer Chad Christian. “It also frees up dollars in the general fund previously allocated by Public Works for road paving and reconstruction.”
The Pilgrim Street extension project began in February and is progressing well. Mayor Ralph Hellmich said the first phase is nearly complete, with the exception of lighting.
“The initial section is mostly done, and the next step is paving the southern portion,” Hellmich said. “We’re making good progress.”
The upcoming improvements include paving over what is currently a dirt road and replacing open drainage ditches with covered culverts. In addition to roadwork, the project will add pedestrian infrastructure to the area.
“This extension comes off Michigan Avenue and continues north to Beulah Park,” Hellmich said. “It will create a sidewalk loop around the park, giving residents safer and more convenient access.”
A key feature of the project is a walking trail through the wooded area near Beulah Park. The trail is designed to preserve mature oak trees and minimize environmental impact.
City crews have also been working over the past two years to address drainage concerns in the area, laying the groundwork for these new improvements.
