The Foley City Council will meet in a joint work/regular session on Jan. 17 at 4 p.m. at city hall. The council normally meets on Mondays but moved this meeting because of the Martin Luther King Jr. holiday Jan. 16.

During the meeting, the council will:

Conduct a public hearing on nuisance weeds at 510 E. Myrtle Ave. and consider ordering its abatement. The council will also consider a resolution allowing city employees to enter the property to do the work.

Consider final approval for expenses for December in the amount of $13.8 million.

Receive reports on tax and permit collections. Foley collected $3.1 million in sales taxes in December compared to $2.8 million in December of 2021 and collected $110,929 in lodging taxes less than the $115,918 collected in December of 2021. Rental tax collections totaled $33,725 compared to $26,264 in December of 2021. Local gas revenues totaled $46,732, more than the $43,287 collected in December of 2021.

Receive a report from the Community Development Department on activity and collections during December. Building permits and plan review fees totaled $80,317 less than half of the $168,965 collected in December of 2021. The city issued 23 building permits for new single-family residential with a valuation of $5.3 million and one permit for new commercial with a valuation of $750,000 for a Texas Roadhouse. Overall residential permits were down 60 percent compared to December of 2021 when 200 were issued compared to just 81 in December of 2022.

Receive a monthly report from the police department which processed 254 inmates through the city jail in December of 2022 for a total of 3,605 since Oct. 1. During the month, police responded to 14 calls for shoplifting, 14 for simple assault domestic violence, 13 for simple assault non-family, 10 for theft and five for breaking into and theft of a vehicle.

Receive a monthly report from the fire department showing crews were called out 263 times with 57 of those medical assists, 48 to assist an invalid, 32 for motor vehicle crashes without injuries, 17 for motor vehicle crashes with injuries and 14 times for activation of fire alarms and none resulted in fires. Crews were called out 19 times but canceled enroute during December.

Discuss amending an ordinance to update the city to the International Fire Code 2021 Edition.

Consider a resolution to declare items no longer needed by the city as surplus and ordering their disposal. The items are three thermal imaging cameras, a search camera, thermal imager with receiver and an Automated External Defibrillator-3 monitor.

Giving final approval for bids for the North Pecan Street extension to R&S Paving & Grading for $213,535 and a bid to Struthers Recreation for $345,511 for the new kids’ playground equipment installation, safety surfacing and curbing.

Consider waiving the rental fees for the use of Heritage Park and Pavilion on March 10-11 for the South Baldwin of Commerce’s annual BBQ & Blues Cook-off fundraising event.

Discuss appointing Nedra Bell to the Foley Housing Authority Board serving from Jan. 18 until Jan. 8 of 2025 to fill the vacancy of Teresa Smith.

Consider approving a budget increase of $11,500 for Design Alabama’s DesignPlace Program. According to the designAlabama.org website, “DesignAlabama is a citizen-led, not-for-profit corporation that is an action-oriented outreach component of the Alabama State Council on the Arts. DesignAlabama’s primary mission is to advocate for the collaboration of design professions and their importance in creating and enhancing place and quality of life in Alabama.”

Discuss approval of additional for the overflow parking lot project for the Foley Justice Center. Asphalt Services got the paving bid for $79,070 but $38,000 more is needed for additional drainage pipes and fencing for the lot.

Consider approving $48,600 for alley enhancement planned by Foley Main Street near the Magnolia Hotel.

Consider a resolution for survey services for $9,100 to Goodwyn Mills Cawood for the Mills Community Annexation along Pettibone Lane, Sandy Ridge Road, Lymon Avenue and Angie Drive.
