FOLEY – The City of Foley recognized two longtime City Council members for their years of dedication and service during their final council meeting.

Council members Vera Quaites and Rick Blackwell, both elected in 2008, were honored with resolutions of commendation and appreciation for their commitment to the city over the past 17 years.

Mayor Ralph Hellmich praised both members for their integrity and devotion to the community.
“We’re going to miss you,” Hellmich said. “You always put Foley first. During these past years, the integrity of this group is without question. So thank you.”

Hellmich commended Quaites for her steady, behind-the-scenes leadership and her focus on serving residents.
“You don’t seek attention—it’s always been about the city and the people you represent,” he said. “A lot of people don’t realize what you’ve done to move things forward, but we do, and we appreciate it.”

Quaites expressed her gratitude to her fellow council members and city staff.
“You all are like family to me,” she said. “When I came here, you treated me with the utmost respect and love. I’ll close this chapter in my life, but I’ll never close the friendships I’ve made here.”

Hellmich also recognized Blackwell’s four terms of dedicated service and his role in helping guide Foley through significant growth and development.
“You’ve been a great member of this team,” Hellmich said. “Foley is looked at as one of the best-run cities in the state, and your leadership has been part of that success.”

Blackwell reflected on the city’s progress since he first took office.
“When I started, I was impressed by the growth and development, such as the hospital,” he said. “And look at what we’ve got today.”

Both council members were joined by their families as they received their resolutions. Hellmich acknowledged the important role that family support plays in public service.
“It’s not just the council members,” he said. “It’s also their families who give so much of their time and support.”

Rick Blackwell will be succeeded by Larry Engel as District 4 representative, while Timothy “Tim” Lower will take office as the new District 2 council member when the new term begins Nov. 3.

Other council members include Roddy Burkle (District 3), Wayne Trawick, and Charles Ebert III, who will continue their service to the city.
