Construction is underway on a $1.62 million project to improve pedestrian access and drainage in Foley’s Mills Community.

The project includes approximately 8,700 feet of new concrete sidewalks along Mills Road, Little Rock Road, Airport Road, Dailey Lane and a portion of Baldwin County 65. The walkways will connect the Mills Community to other areas of Foley and provide improved access to the new Mills Community Park, which is also under construction.

In addition to expanding pedestrian access, the project includes drainage improvements along the routes to address stormwater management needs in the community.

The improvements follow the completion of the Mills Community annexation in 2023. Since then, city officials have worked to advance plans for the park, sidewalks and drainage infrastructure.

Foley officials also worked closely with members of the Mills Community Action Group over several years to secure the necessary rights-of-way. Protecting mature trees along the proposed routes has been an important consideration throughout the planning and design process.

Construction is expected to be completed in summer 2027.

The Mills Community project is part of Foley’s broader efforts to expand pedestrian connectivity throughout the city.

Work is nearing completion on the Alabama 59 sidewalk system between Pride Drive and Azalea Avenue. This final section will complete approximately four miles of connected pedestrian access along the highway, extending from Miflin Road (County Road 20) north to Peachtree Avenue.

Additional sidewalk improvements are also planned along North Cedar Street, where a new extension will connect West Peachtree Avenue to Village Square Boulevard, building on approximately three miles of existing walkways.

Together, these projects reflect the city’s continued investment in safer, more accessible pedestrian connections for Foley residents.
