FOLEY – A project to widen and repave the Foley Beach Express is on the agenda for the Foley City Council on Monday, March 18.

The council will hold its work session and meeting starting at 4 p.m. at Foley City Hall.

Foley received three bids to widen the shoulder of the Beach Express and repave the highway from Baldwin County 12 to Alabama 59. Mobile Asphalt Company was the low bidder.

The project also includes elevation corrections and adding rumble strips.

Other items on the council agenda include:

  • A public hearing to consider adopting an ordinance pertaining to flood prevention.
  • Monthly departmental reports on Community Development, police, fire and taxes.
  • Setting the maximum axle limit for Kenny Stabler Boulevard between South Juniper Street and East Pride Boulevard. The ordinance was carried over from the March 4 council meeting.
  • Rezoning property from extended business district B1A to residential multi-family, R3.
  • Rezoning property from extended business district, B1A, and light industrial, M1, to planned unit development, PUD.
  • Creating a library board and library advisory board.
  • Amending an ordinance pertaining to flood damage prevention.
  • Approving a special events ABC license for the Mudbugs and Margaritas Festival on April 6.
  • Approving a retail beer and table wine license for the Foley Shell on Alabama 59.
  • Approving a restaurant retail liquor license for the Gathering Place on West Laurel Avenue.
  • Scheduling a public hearing for an ordinance to set a maximum axle limit in Kenny Stabler Avenue between South Juniper Street and East Pride Boulevard.
  • Approving additional funding and awarding a bid for the Philomene Holmes Boulevard project through the Graham Creek Nature Preserve.
  • Modifying the Foley Personnel System Policy.
  • Approving a retirement award.
  • Approving the construction of a sidewalk at the Foley Municipal Airport.
  • Allocating additional funding for the Beulah Heights Upgrade project.
  • Accepting a donation from the Friends of the Foley Public Library to the Foley Public Library.
  • Declaring the bathroom/concession building at the Mel Roberts Park, as surplus.
  • Approving monthly bid awards.
  • Amending the Street Department budget for concrete crushing.
  • Approving the sponsorship for the South Alabama Land Trust Bald Eagle Bash.
  • Approving the capacity fee for the Public Works campus.
  • Purchasing a utility tractor for the Street Department.
  • Reappointing John Foley to the Museum Advisory Board.
  • Increasing funding for the Jessamine Avenue extension.
  • Approving a facade grant recommendation on 200 West Laurel Ave.
  • Authorizing the mayor to execute an agreement between the Baldwin County Emergency Communications District and the city of Foley.
  • Appointing Steve Bailey as a regular member to the Board of Adjustments and Appeals.
  • Applying for the Fiscal Year 2025 Alabama Coastal Area Management Program Grant for a Stormwater Management Plan for Bon Secour.
  • Approving funding for the utility installation at Wolf Creek Park.
  • Authorizing the president of the Alabama Municipal Insurance Corporation to act as proxy for the city of Foley at the regular annual membership meeting.
  • Approving the 2024 OWA fireworks display calendar.
  • Appointing Brandon Nelson as an alternate member of the Board of Adjustments and Appeals.
  • Authorizing the project user fee agreement for the Magnolia Walk Development by the city of Foley and the Foley Public Facilities Cooperative District.
