The Foley City Council will meet in a joint regular/work session on June 6 at 4 p.m. at City Hall. During the meeting, the council will:
Conduct a public hearing and second reading to consider rezoning property east of State Route 59 and south of Keller Road from extended business district to residential multi-family. This property is owned by Gopher Fork Investments and making the application is Smith and Clark Associates.
Conduct a public hearing and second reading on a zoning change for a 19.40-acre property located west of Hickory Street and north of County Road 12 from neighborhood district and single-family to a planned unit development. Jade Consulting is making the application for Magnolia Landing, a company based out of Mandeville, Louisiana.
Conduct a public hearing and second hearing to consider a rezoning of an 18.79-acre property located at the southeast corner of County Road 20 South and South Hickory Street from open agricultural to planned unit development. WAS Designs is making the application for Kenneth Teem.
Conduct a public hearing and second reading on a zoning change request by Sam and Lidia Gerges to change a 24.44-acre parcel from planned unit development to multi-family. The property is in five parcels and is located north of County Road 20 and east of South Pine Street.
Have a second public hearing and second reading on changes to the Land Development ordinance and rescinding ordinances changed by the new regulations.
Hear a presentation from Kelly O’Donnell of the Southwest Alabama Partnership for Training and Employment. The group has seven Career Centers in region including one in Foley and one in Bay Minette. According to its website, “SWAPTE is a regional partnership of business, education, labor and community leaders serving Baldwin, Choctaw, Clarke, Conecuh, Escambia, Mobile, Monroe, Washington and Wilcox counties.”
Hear a first reading on an ordinance change for 125 acres owned by the Downey Family Limited from open agricultural to planned unit development. The property is located on Wolf Bay Drive near the Graham Creek Nature Preserve and a received an unfavorable recommendation from the Planning Commission on May 18. The item drew a big crowd to the meeting with local residents against a new 125-lot subdivision in the area due to traffic concerns. The council will also set a date for a second public hearing and reading.
Have a first reading of an ordinance change from 10 acres of property owned by Grey Contracting of Greenville from extended business and multi-family to single family. It is located west of the Foley Beach Express and south County Road 20 . The council will also set a second public hearing and reading of the proposed change.
Have a first reading of an ordinance change on 20 acres for Luis Tabares from RV park to single-family and duplex uses. It is located south of County Road 20 and west of the Foley Beach Express. The council will also set a date for a second public hearing and reading.

Have a first reading of an ordinance to regulate short-term rental properties in the city. Applicants must buy a $20 annual license for each property they plan to use for short-term rentals. According to the proposed ordinance, the rules cover “the making available for commercial use of a residential dwelling unit for dwelling, lodging or sleeping purposes, wherein any individual guest rents or occupies the unit or a portion of the residence for a period of less than 180 consecutive calendar days.” The council will also set a date for a second reading of the ordinance change.
Consider a liquor license for 3rd Base located at 16972 U.S. 98 West near Pine Rest Funeral Home.
Discuss a new lease from for an envelope/stuffing machine for City Hall.
Discuss a resolution allowing Lightning Aviation to increase tie-down fees at the Foley Municipal Airport from $10 nightly with a maximum of $100 a month to $12 a night or a maximum of $120 a month. The fees have not changed since 2011.
Set a public hearing to declare weeds at 510 E. Myrtle Avenue a public nuisance and ordering they be trimmed.
Discuss a resolution to accept bids for four mid-size crew cab trucks for the Foley Police Department’s Support Services division at a cost of $170,000. The trucks themselves will cost about $142,000 and it will cost $28,000 for equipment on the trucks.
Discuss a resolution to donate funds to the Miracle League of Coastal Alabama in an effort to build a playground and baseball field for mentally and physically challenged children and adults.
Discuss a resolution reappointing John Shelton Penton Sr. to the Library Advisory Board. His term expires on June 22 but he has agreed to serve another term.
Discuss a resolution to accept and use an unbudgeted donation of $500 from Walmart issued to the Foley Police Department.
Discuss a resolution approving St. Paul’s Episcopal Church the use of Max
Griffin Park in the area around the kids park to host the summer Feed
and Recreation Program.
Discuss a resolution to build the Pines Disc Golf Course which will be the fourth at the Graham Creek Nature Preserve. The intermediate level course will cost less than $25,000 including $10,200 for the baskets. It will be located south of the canoe launch.
Discuss a resolution accepting the donation of 600 stackable chairs from the city of Orange Beach.
Discuss a resolution to set a public hearing on plans to apply for Community Development Block Grants through July 18. The Alabama Department of Economic and Community Affairs requires applicants to have public meetings to inform the public of the intention to apply and what the funds will be used for. The meeting is planned for June 21 at 6 p.m. at Southside Baptist Church.
Discuss a resolution to approve a pole barn for the Parks and Nature department for about $40,000.
Discuss a resolution transferring money from Public Works to Engineering for a
college student seeking a paid engineering internship. Engineering doesn’t have the money it is personnel funds and Public Works offered to pay the intern $7,750 and officials have identified certain projects to assign the intern.
Discuss a resolution to spend $11,577 for bulletproof vests with a Bulletproof Vest Partnership Grant covering $5,788.50 of the cost.
Discuss waiving fees for New Fellowship Church for building permits, land disturbance permits, zoning fees, engineering fees and environmental fees to the minimum for their construction project.
Discuss a resolution reappointing Mayor Ralph Hellmich to the Riviera Utilities Board when his term expires on July 4. He has indicated he is willing to serve another term.
Discuss a resolution for the purchase of a new electronic messaging sign for the Municipal Complex at a cost of about $35,315. The new four-by-eight sign will come from Watchfire and will be installed by WRICO Signs.
Discuss a resolution to change the meeting date of the Revitalization and Beautification Advisory Board from every third Thursday to every second Tuesday.
Discuss a request from the police department for a budget increase of almost $14,000 to buy two drones.
Discuss a resolution requesting permission to increase the United Bank VISA
credit card limit from $85,000 to $100,000.
Discuss a resolution asking Riviera Utilities to add a street light to a pole across from 435 E. Peachtree Ave. and resident Mark Acreman has agreed to pay for it.
Discuss a resolution authorizing the mayor to execute various grant applications and funding agreements to help pay for Foley Beach Express improvements.
Discuss a resolution to increase budget and acquire software subscription for revenue department for $6,972 a year to have access to the Granicus network.
Discuss a project to develop the Coastal Alabama Farmer and Fishermen’s Market property with additional features including a road north of the market and pickleball courts. The council will consider hiring Sawgrass Consultants for $4,000 for design of the road with the total cost expected to be about $285,000. The pickleball courts are expected to cost about $400,000 and the city is looking to use impact fees to fund the project.
Discuss a resolution to buy a Cashman hauler for the Foley Sports Tourism Complex for $9,500.
Discuss a resolution amending the pay classification plan by eliminating the position of Parks Superintendent due to a retirement and the addition of the Director of Parks and Recreation position.
Discuss appropriating $100,000 for the of the South Baldwin Workforce Campus development. Organizers hope to build the campus on 160 acres owned by the city of Foley in the undeveloped part of its Industrial Park on the west side of the Foley Beach Express north of County Road 20 and south of U.S. 98.
